For international students, the pursuit of education in the United States has always been driven by the promise of academic excellence and opportunity. However, recent ICE (Immigration and Customs Enforcement) raids near Northeastern Illinois University (NEIU) have sent ripples of fear and uncertainty through the international student community, raising serious concerns about their safety and well-being.
Two international NEIU students were reportedly stopped by ICE officers just outside the university’s premises, an incident that has sparked anxiety among the student body. These encounters have intensified fears of deportation, discrimination, and racial profiling, causing many students to question whether they are truly welcome in a country that once prided itself on being a beacon of higher education.
The chilling effect of ICE raids for students on F-1 visas and the presence of ICE near their academic institutions is deeply unsettling. Many already navigate the complex labyrinth of visa requirements, work restrictions and academic pressures. The additional fear of being randomly questioned or detained only compounds their challenges, affecting their mental health, academic performance, and overall sense of security.
NEIU has historically been a diverse and inclusive institution, attracting students from around the globe. However, these recent incidents have led to hesitation among prospective students and unease among those already enrolled. Some students are now limiting their movements, avoiding public spaces and even reconsidering their long-term plans in the U.S. The very environment that should foster intellectual growth and cultural exchange has been tainted with fear and suspicion.
NEIU’s Stance on Immigration Enforcement
NEIU has taken a strong stance in support of its international student body, implementing policies aimed at protecting students from undue immigration enforcement actions. The university has made clear its commitment to ensuring that ICE officers cannot enter campus property without a judicial warrant. NEIU has also reaffirmed that it will not voluntarily provide student information to immigration authorities unless legally required to do so.
This policy aligns with broader sanctuary policies adopted by other educational institutions, reflecting a growing resistance against immigration policies that create a hostile environment for international students. By reinforcing these commitments and making them more publicly known, NEIU can strengthen trust between students and the administration, ensuring that the university remains a safe space for all.
NEIU, like all institutions hosting international students, must provide a safe and supportive environment. While universities do not control federal immigration enforcement, they can take proactive steps to shield students from unnecessary exposure to ICE activities. Here are some immediate measures NEIU should consider:
Declare NEIU a Safe Campus – The university should adopt and publicly declare itself a “sanctuary campus,” making it clear that ICE agents will not be granted access to campus property without a proper legal warrant. Other universities across the country have taken similar stands to ensure the safety of their international student population.
Legal Aid and Advisory Services – By establishing a dedicated legal assistance program for international students, NEIU can provide guidance on their rights, help them navigate potential encounters with ICE and prepare them for worst-case scenarios.
Enhanced Campus Security – The university must work closely with local law enforcement and campus security to ensure that no ICE activity takes place within university grounds. Campus police should be explicitly instructed not to cooperate with federal immigration authorities unless legally required.

Illinois has already positioned itself as a pro-immigrant state, but further legislation is needed to explicitly prohibit ICE from targeting students near educational institutions.
Federal policies must also be re-evaluated. International students contribute billions to the U.S. economy and enrich academic institutions with their diverse perspectives. Treating them with hostility not only harms students but also damages the reputation of American higher education globally.
A University’s Responsibility – As a place of learning and inclusivity, NEIU must take a strong stance in protecting its international student community. Fear should never be a welcome companion in the pursuit of education. The university must act decisively to ensure that its students—regardless of nationality—feel safe, valued and secure within its walls.
By continuing to uphold its sanctuary policies and implementing additional safeguards, NEIU can set an example for other institutions and reinforce the principle that education should be a space of safety and opportunity, not fear and uncertainty.
